Franklin County Courthouse
A PWA Moderne courthouse in Winchester, Tennessee, built during the Great Depression as the third courthouse serving Franklin County.
At a glance
This brick courthouse, completed in 1937, replaced two earlier county seats. Designed in the streamlined PWA Moderne style by architects Marr & Holman, it stands as a testament to New Deal infrastructure programs that shaped American civic buildings.
History
Franklin County’s need for a modern courthouse stretched back over a century. The first structure was built in 1814; a second followed in 1839. Economic hardship during the 1930s prompted the county to pursue federal assistance through the Public Works Administration, which funded the construction of this third courthouse between 1936 and 1937.
The building was added to the National Register of Historic Places on March 30, 1995.
What you see
The courthouse exemplifies PWA Moderne design, an American style that merged Art Deco influences with the practical efficiency demanded of government buildings. Marr & Holman’s design incorporates the streamlined forms and geometric clarity characteristic of the era, creating a functional yet visually distinctive civic landmark in Winchester’s downtown.
Cultural significance
The Franklin County Courthouse is a significant example of Depression-era public architecture. It reflects both the federal government’s commitment to sustaining communities through the New Deal and the evolution of Tennessee’s judicial infrastructure. The building remains an active courthouse, serving the county’s legal functions while preserving midcentury Moderne aesthetics.
