History
Construction began in 1927 and was completed in 1936, originally commemorating the First World War dead of the Imperial German Navy. After 1945, the memorial was expanded to include those lost in the Second World War. The Royal Navy took control of the site at the war’s end, temporarily displacing the Deutscher Marinebund, the organisation responsible for its upkeep. In 1954, the Allies returned the memorial to the reconstructed Deutscher Marinebund with a mandate to extend commemoration to victims from both world wars and their enemies alike. By 1996, the memorial’s scope had widened further to honour all sailors regardless of nationality, and to celebrate freedom of the seas.

Architect Gustav August Munzer designed the tower with deliberate abstraction. He stated the form was not meant to represent anything specific but to inspire positive feelings in visitors. Nevertheless, guides have associated its silhouette with the stem of a Viking longship or a submarine’s conning tower. The structure measures 31.5 metres long and 13.8 metres wide, its proportions refined and austere. Inside, a hall of remembrance provides space for quiet reflection. Bronze plaques on either side commemorate German naval personnel who died in service since 1955, and civilian victims of maritime disasters.
