Montecitorio Palace
Home to Italy’s Chamber of Deputies, this monumental Roman palace overlooks two historic squares and has served as the seat of legislative and judicial power since the 18th century.
At a glance
Montecitorio Palace stands on the Piazza di Monte Citorio and overlooks the adjacent Parliament square. It is the principal seat of the Chamber of Deputies and serves as the meeting place for the Italian Parliament in joint session with the Senate. The building exemplifies the intersection of papal patronage, architectural ambition, and pragmatic adaptation across three centuries.
History
The palace’s name carries uncertain etymology. Some scholars propose that electoral assemblies convened here during Roman times, yielding “mons citatorius.” Others suggest the name derives from materials deposited during the reclamation of the nearby Campo Marzio, termed “mons acceptorius.” The current structure replaced an earlier settlement of modest dwellings.
Pope Innocent X commissioned Gian Lorenzo Bernini to design a grand residence intended for the Ludovisi family. When the pope died in 1655, funding ceased and construction stalled for more than three decades. Work resumed under Pope Innocent XII, who redirected the building’s purpose from a private palace toward public use—first as a poorhouse, then as the seat of the Apostolic Curia, housing the pontifical tribunals.
After Bernini’s death, architect Carlo Fontana inherited the project and substantially reworked his predecessor’s design. Fontana preserved Bernini’s distinctive convex façade while introducing an airy bell gable. Budget constraints forced the abandonment of plans for a unified grand square combining the current Piazza Colonna and Piazza Montecitorio. The Innocent Curia was inaugurated in 1696 with the activation of the elaborate fountain in the semicircular courtyard.
What you see
The palace’s most striking feature is its projecting convex façade, a signature element retained from Bernini’s original design. The bell gable added by Fontana brings vertical emphasis and visual lightness to the composition. A large semicircular courtyard anchors the interior, centered on a ceremonial fountain that once marked the building’s inauguration as a pontifical seat.
Cultural significance
Montecitorio Palace embodies the architectural and political transformations of Rome across the seventeenth and eighteenth centuries. It reflects the power and patronage of the papal court at its apex, the influence of Rome’s two greatest architects, and the pragmatic shifts demanded by changing historical circumstances. As the home of the Chamber of Deputies since Italian unification, it stands as a symbol of modern parliamentary democracy, yet its walls retain the imprint of centuries of ecclesiastical rule and judicial authority.
