Decorah Municipal Bathhouse and Swimming Pool

A striking Art Moderne and International Style bathhouse built during the Great Depression as a partnership between Decorah’s municipal government and the federal Works Progress Administration.

At a glance

This civic bathhouse exemplifies the optimism of New Deal architecture. Designed by Edward Novak of the Charles Altfillisch architectural firm and constructed with WPA labor, it remains the only building of its style and significance from Iowa’s WPA projects.

History

The Decorah Municipal Bathhouse emerged from a collaborative effort between local government and the Works Progress Administration during the 1930s Depression era. Luther College and local citizens donated the land. The Fred Carlson Company of Decorah supervised construction, deliberately hiring unemployed men from the surrounding area—a core principle of the WPA’s mission to provide dignified work during economic crisis. The building was formally recognized as a historic landmark in 2012, when it was listed on the National Register of Historic Places.

What you see

Edward Novak’s design synthesizes Art Moderne and International Style principles. The bathhouse combines period elegance with functional clarity, reflecting the era’s confidence in modern design as a public good. Its architectural vocabulary speaks to both decorative sensibility and streamlined purpose.

Cultural significance

The bathhouse stands as a rare survivor. Among Iowa’s WPA architectural legacy, it is the sole remaining building of comparable style and importance. It represents a pivotal moment when American municipalities, supported by federal investment, created spaces for public health and community life. The building testifies to New Deal ideals: dignified employment, civic infrastructure, and modern architecture as democratic inheritance.
