Eko Atlantic City

A planned peninsula city rising from reclaimed Atlantic Ocean land, designed to accommodate a quarter-million residents while addressing coastal erosion in Lagos State.

At a glance

Eko Atlantic City—officially Nigeria International Commerce City—represents an ambitious urban development project adjoining Victoria Island and Lekki Phase 1. The development spans approximately 10 square kilometres across ten distinct districts, combining financial, commercial, residential and tourist infrastructure in a single integrated plan.

History

Eko Atlantic emerged as a public–private partnership between Lagos State Government, the Federal Government, and private investors. South Energyx Nigeria Ltd., a subsidiary of the Chagoury group, was created specifically to undertake the development. China Communications Construction Group leads the marine dredging and landfill operations required to transform ocean into habitable land.

What you see

The city’s foundation rests on reclaimed land protected by a sophisticated sea defence system. Designers Royal Haskoning and ar+h Architects collaborated to plan the layout, with particular attention to traffic and transport infrastructure. The sea defence system underwent rigorous testing at the DHI Institute in Copenhagen, successfully withstanding modelled scenarios including one-in-a-hundred-year ocean surges and storms up to one-in-1,000-year intensity.

Cultural significance

Eko Atlantic addresses two critical challenges facing Lagos: the need for contemporary urban development and the threat of coastal erosion. Upon completion, the city will accommodate at least 250,000 residents and facilitate a daily commuter flow of 150,000—positioning it as a next-generation African metropolis. The project demonstrates innovative responses to climate vulnerability through engineered land reclamation and coastal protection.
