Architect-engineer Clemente Busiri Vici developed the project in 1933, taking an unconventional approach to aquarium design. Rather than conventional institutional form, he drew inspiration from maritime and aeronautical morphology—ships, airplanes, seaplanes, littorine trains, and submarines. Construction proceeded with remarkable speed, completing in nine months. The aquarium was inaugurated on 28 June 1934.
