History
The town was renamed from Lugovoe to Kulan in 1992, following Kazakhstan’s independence. On 23 May 2003, Kulan experienced a significant earthquake measuring 6.5–7.0 on the Richter scale, with the town at the epicentre. The town also gained international attention as the childhood home of Ukrainian boxing champions Wladimir and Vitali Klitschko, who attended school there during their youth.
