History
A group of civic-minded citizens led by James Oddie founded the gallery in 1884 as the Ballarat Fine Art Gallery. It began in rented premises on the first floor of the Ballarat Academy of Music before relocating to its purpose-built home in 1890.
For nearly a century the gallery remained privately owned. Financial pressures in 1977 prompted the handover of both building and collection to Ballarat City Council. In 2008, the gallery adopted its present name and opened free entry to all visitors, transforming its role in the community.

The two-storey building is among Ballarat’s most historically significant structures and appears on the Victorian Heritage Register. The gallery’s upper floor accommodates permanent displays, while flexible gallery spaces serve rotating exhibitions.
Cultural significance
As Australia’s oldest regional art gallery, it embodies the nineteenth-century impulse to bring fine art beyond the capital cities. The collection reflects three centuries of artistic practice. Though the celebrated Eureka Flag entered the collection in 1895, it now resides on long-term loan at the Eureka Centre, where its historical context can be fully explored.
