Air Force Staff, Ministry of Aeronautics
An early twentieth-century administrative complex designed by Roberto Marino, housing Italy’s aeronautical governance and the Central Library of the Air Force.
At a glance
This modernist palazzo on Viale dell’Università served as the institutional seat of Italian aviation development. Built between 1929 and 1931 by architect Roberto Marino, it stands as a tangible record of Italy’s ambitious aeronautical expansion during the Fascist era.
History
Italy’s formal engagement with military aviation began in 1912, when an aeronautical inspectorate was established at the Ministry of War following the Italo-Turkish conflict. The nascent service underwent successive reorganizations through the 1910s and early 1920s.
Under Benito Mussolini’s government, aviation administration accelerated dramatically. On 24 January 1923, a General Commissariat for Aeronautics was created with military and civilian functions. Four months later, on 28 March 1923, the Royal decree established the Regia Aeronautica as an independent armed force, consolidating all military air operations of the kingdom and its colonies. General Giulio Douhet led the air force while Arturo Mercanti headed civil aviation. By 1925, the administrative structure stabilized with an undersecretary of state for aeronautics replacing the deputy commissioner role.
What you see
Architect Roberto Marino’s design reflects the streamlined modernism of early 1930s Italian public architecture. The building occupies the Ministry of Defense–Aeronautics complex at Viale dell’Università, functioning as both administrative headquarters and cultural repository.
Cultural significance
Beyond its architectural merit, this palazzo houses the Central Library A.M., an exceptionally rich aeronautical archive. The collection encompasses approximately 33,000 volumes spanning military history, geopolitics, law, science, and economics, with particular depth in Air Force history and technical-military literature in multiple languages. The library’s specialized holdings document the evolution of modern aviation technology and Italian military doctrine.
