Rouen, Normandy — 89-metre modernist tower and archival repository
Tour des Archives, Rouen

The Tour des Archives is an iconic 89-metre post-war modernist tower located on Quai Jean Moulin in Rouen. Completed in 1965 as part of the Hôtel du Département administrative complex on the left bank of the Seine, it serves as the contemporary repository of the Archives départementales de la Seine-Maritime.

At a glance

Rising prominently above the Left Bank of Rouen, the Tour des Archives is one of Normandy’s most recognizable post-war landmarks. Designed by architects Henry Bahrmann, Raoul Leroy, and Rodolphe Dussaux, the 29-storey tower reflects monumental modern architecture inspired by Le Corbusier. It houses tens of linear kilometres of public records, local press archives, and contemporary documentation dating from 1940 onward.

Key facts

  • Inaugurated in 1965 as part of the post-war reconstruction and expansion of Rouen
  • Stands 89 metres tall to the roofline and approximately 104 metres with superstructure
  • Designed by architects Henry Bahrmann, Raoul Leroy, and Rodolphe Dussaux
  • Recognized under the Label Architecture Contemporaine Remarquable

History

Following the heavy destruction of Rouen during the Second World War, regional authorities initiated ambitious urban planning projects on the south bank of the Seine. Built between 1957 and 1965 within the departmental administrative complex, the tower was specifically engineered as a high-density vertical archive. While historical documents preceding 1940 are curated at the Pôle culturel Grammont, the tower remains dedicated to safeguarding contemporary administrative, municipal, and hospital records.

What you see

The tower presents a sleek vertical silhouette clad in prefabricated concrete elements, vertical louvres, and modular fenestration typical of 1960s French institutional modernism. Visible across the Seine valley alongside Rouen Cathedral’s spire, the tower acts as a civic counterpoint between historic Gothic towers and mid-century urban renewal.
