On 17 September 1787, delegates gathered at the Pennsylvania State House in Philadelphia signed the Constitution that closed a summer of argument and produced the framework the United States still runs on. Independence Hall had already hosted the Declaration eleven years earlier; that same room, that same building, held both of the documents that decided what the country would say it was.
