Downing Centre

A heritage department store transformed into a modern courthouse, the Downing Centre serves as Sydney’s primary hub for state government courts while preserving its early twentieth-century commercial architecture.

At a glance

The Downing Centre occupies a prominent position in Sydney’s central business district on Liverpool Street, directly opposite the south-west corner of Hyde Park. Today it houses the Local Court, District Court, and Downing Centre Library, functioning as a key courthouse complex for the Department of Communities and Justice.

History

The site’s original building was constructed for merchant Mark Foy in 1908, designed by architect Arthur Anderson and known as Mark Foy’s Piazza Store. The building underwent major extensions and alterations between 1927 and 1930, executed by Spain and Cosh in collaboration with other architects. In 1991, the complex was renamed the Downing Centre to honour Reg Downing, a former NSW Attorney General and Minister for Justice.

What you see

The Downing Centre retains its original two-storey structure from 1908, enhanced by the substantial modifications of the late 1920s. The building’s heritage elements reflect its origins as a retail landmark, while contemporary additions accommodate modern courthouse functions. A subway connection from an entrance on Castlereagh Street links directly to Museum Station, integrating the complex into Sydney’s public transport network.

Cultural significance

The Downing Centre represents a successful adaptive reuse of Sydney’s commercial heritage. The transformation from department store to courthouse reflects the city’s evolving civic priorities while maintaining architectural continuity with its past.
